What you want for hardcore is survivability even if that means not maxing your main stat at char creation and level ups. Similarly, when picking enhancements, look for stuff that provides HP, PRR, MRR, dodge, AR, saves etc over what you would normally pick. Even feats are nice such as toughness. Look for gear that provides the same.

I am very concerned that hardcore was not included in the roadmap for 2024 considering all the big mmos have hardcore, and ddo's hardcore is very popular among the people who play it, to leave it out seems to be a willful disregard for the players who want it, and a flight from a source of revenue - players spend a lot during hardcore's brief 2-3 months.
